Rev. Raymond J. Payne Obituary and Funeral Details
GLENS FALLS, N.Y. — The Rev. Raymond J. Payne, 76, of Schroon Lake, N.Y., joined his Lord and Savior Sunday, Sept. 2, at the Glens Falls Hospital.
The Rev. Payne was born March 1, 1936, in Andalusia, Pa., the son of the late Raymond W. and Kathleen Delaney Payne.
The Rev. Payne was a graduate of the Philadelphia College of Bible, he was a pastor for 21 years serving at Calvary Baptist Church in Woodsville, N.H., Wayside Bible Baptist Church in Livermore, Emmanuel Baptist Church in Ellsworth and he was an interim pastor of the First Baptist Church in Ticonderoga, N.Y.
Following the in-line-of–duty death of his son, David R. Payne of the Lewiston Police Department, July 23, 1988, the Rev. Payne devoted his life to caring for the families of fallen police officers all over the country. He was a member of Peace Officers for Christ and the International Conference of Police Chaplains.
The Rev. Payne is survived by his wife of 56 years, Barbara Schaul Payne of Schroon Lake, N.Y.; his daughters, Beth Williams of Bradenton, Fla., Ginny Dow and Deb Ritz, both of Lynchburg, Va., and Judy Crotts of Anchorage, Alaska; 20 grandchildren; nine great-grandchildren; one niece; and one nephew.
He was predeceased by his son, David Raymond in 1988; and his sister, Kathleen Payne in 1952.

Only One Son - In the Line of Duty 
I knew Ray as part of the bereavement ministry of BCM International and Handi*Vangelism. He had the deepest heart for hurting people. And to all police officers everywhere – he loved you. May God be with and comfort Barb and their daughters.
Ray was at the Parents Retreats for C.O.P.S. and was always so supportive of all of us. A quiet gentle man. I pray for his wife Barbara and his daughters.
Ray contacted me and asked me to take the position he retired from, COPS Northeastern Regional Trustee. After him telling me the story of his son, I wrote him the following poem. I hope it brings a little comfort to the family of this wonderful man.
ONLY ONE SON
Loved by so many I’m told
Was officer David R. Payne,
One of the department’s finest
He was stationed in Lewiston, Maine.
With one hour to go on his shift
On a double for his friend,
David responded to a call
He never knew his life would end.
He was there to assist these guys
When trouble came their way,
He took a bullet for his “brothers”
Now not so far away.
A motorist he thought in trouble
His actions were truly profound,
He responded to someone in need
How could this man now gun him down.
As terror struck his “brothers” in blue
As so quiet and still he lay,
The Lord swept down and embraced David
For a hero was born today.
He left a wife and two small kids
But a legacy he left behind,
For in the hearts of his family & friends
A loving memory they still can find.
I met David R. Payne’s father, Ray
A wonderful & loving, caring man,
He has chosen to help other families
Here at home and across the land.
David’s picture you now share with us
He surely doesn’t look too sad,
His gift to you were fellow officers
He gave them his “Only One Dad.”
